Kudo was the commander of Okumichi no kami Genji's bodyguards. He had been one of Okumichi no kami Kiyori's generals and had continued in that position for Genji.

Kudo was present when Genji first met Mayonaka no Heiko.
Kudo wanted to have Heiko followed when she left Quiet Crane Palace. Genji said no, in spite of Saiki agreeing with Kudo.
